Rick Murphy, Steve Cope, Tom Halladay and I represented the WTCPaddlers at the Holtwood Dam meeting in Lancaster this evening. There was a rep from American Whitewater present, as well as members of the local paddling community. It seems that after a year of negotiations, an Agreement In Principle was reached . There is currently nothing in signed in writing. The plan will be reviewed and agreements enforced by Federal Regulatory Engery Commission (FERC) as part of the license amendmant and renewal process. PPL has agreed to minimize damage to playspots where possible, as well as to create and maintain two new features to replace what is destroyed. The agreement was announced yesterday, so today's meeting seemed to be just a formality. But it isn't over yet. A formal settlement plan is hoped to be signed by early May.
