Is there a way we, as WTC members, can receive an email when a new bulliten is posted?

Yes, you can! At the bottom of the forum page is Forum Help. It tells you how to get this set up, and it's really easy!!
Actually the bulletins are not a part of the forum. Currently there is no way to get notifications of when the bulltins are posted. However, when the bulletins are posted online, there is always a correspondnig message on the homepage.
Oops! I mis-read the original question. However, if Tom wouldn't mind adding a forum entry when he uploads the bulletin, notification would be sent to those members signed up for the service!
Effective with the April bulletin, if you are signed up for e-mail notification when a forum is posted, you will receive an e-mail telling you that the bulletin is available online. Thanks to you and others for a great suggestion!
